Document on the qualification of Foreign Student Recruitment Program.

Recently, the Education Department of Hunan Province approved officially the Foreign Student Recruitment Program of our university, indicating another breakthrough of international exchange and cooperation of HUFE.

From March, Office of International Cooperation and Exchange began to prepare materials of application for the Program and sent staff to receive trainings on foreign student management organized by the Ministry of Education of China. Our school formally submitted the application documents to the Education Department of Hunan Province after revisions by experts for several times. On November 21, 2013, the Education Department of Hunan Province issued a document titled Notice on the Approval of Hunan University of Finance and Economics as a Recruitment Unit of Foreign students, authorizing our school to recruit foreign students. This provides our school with a new platform for international exchange and cooperation, as well as a broader space to run education.

On December 12, our school held a coordination meeting for the launch of the Foreign Student Recruitment Program in the Second Meeting Room of the Administration Building. Vice President Fan Xiaoping hosted the meeting. Directors of all relative departments attended the meeting to make mutual efforts to prepare for the launch of the program.

Fan Xiaoping first announced the good news to all the members presented. Then he pointed out that under the trend of globalization and informatization in the field of education, we should concentrate not only on sending our teachers and students abroad but also on trying every means to introduce foreign resources in our international cooperation and exchange. In November, the first “Famous Overseas Professor” coming to work in our school set a good example of introduction of foreign resources. He hoped that this Recruitment Program can expand our school’s international influence. He also emphasized that every department should attach great importance to this issue, since no error is allowed in the management of foreign students according to the strict laws and requirements of our country.

Ling Fei, the Deputy Director of Office of International Cooperation and Exchange, introduced the general situation of foreign students recruitment in China and The Regulations for the Management of Universities Recruiting Foreign Students (No.9 Order issued by Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security). She elaborated on some clauses which need particularly the cooperation of different departments in our school such as the recruitment and enrollment of foreign students, teaching management, on-campus management and social management. Then, she submitted the draft version of the Cooperative Work Plan on Recruiting Foreign Students of HUFE to the meeting for discussion. This plan gave detailed description on the responsibility and job of each department, providing schedules for the joint efforts of each department for foreign student program.

The directors of all the departments expressed their congratulations, and discussed about such concrete issues as building and decorating foreign students dormitory, setting foreign students canteen, policy for tuition and accommodation fee.  

At the end of the meeting, Professor Fan Xiaoping claimed that every department of our school should look far into the future, making full

preparation for the recruitment of foreign students to HUFE.
